It was designed free of charge by Milton Glaser, the graphic designer already well-known for a Bob Dylan poster and a lot of different works. He was recruited by William S. Doyle, the deputy commissioner of the New York State Department of Commerce. The design was an immediate success, serving to hold the campaign going far longer than what was initially anticipated to be a duration of only some months.
